EV & ESS Policy 2020-30
Telangana Electric Vehicle & Energy Storage Policy 2020-2030 · EV Policy
Intent
Make Telangana a hub for electric vehicles and energy storage by cutting the cost of EV use, building charging, and offering manufacturing incentives, with targets of $4.0 billion in investment and 120,000 jobs by 2030.
Mechanism
- 1 Waive road tax and registration fee, by class 100% for the first N vehicles per class, from 2,00,000 e-2W down to 500 e-buses. 1 p.10
- 2 Facilitate charging The Government "shall facilitate" an initial batch of fast chargers; TSREDCO is the nodal agency; a special power tariff category. 1 p.11 3 p.1
- 3 Support manufacturing through the Electronics Policy 2016 Incentives "as per" that policy; tailor-made benefits for projects over Rs 200 crore or 1,000 jobs. 1 p.13
- 4 Review by a Steering Committee Chaired by the Principal Secretary, ITE&C; "periodic review" with no stated interval. 1 p.15 1 p.16

Data warnings
- Charging counts conflict: 70 stations in Hyderabad (TGREDCO, undated, with FAME-II "under progress") against "over 1,000" statewide ("charging and battery-swap", Outlook 2026; "public", Invest Telangana, May 2026). No dated official count. 6 12 p.122 9
- "started in November 2024" and "1,71,707 electric vehicles have benefited" (as of 31.12.2024) do not fit. The 2021 Transport G.O.s granted the same exemptions from February 2021 with no end date, and Vahan shows 1,70,162 EVs registered across 2021-2024. The November 2024 order, likely a re-issue, was not found. 11 p.130 21 p.2 22 p.2 18
- The registration counts are our sums of five Vahan category groups, read on 23 Oct 2026. The table caption did not change when filters were set, and the dashboard is due to be discontinued, so the figures may not be reproducible. 18
- The waiver caps may not bind. Vahan e-2W registrations 2021-2025 total 2,05,791 against a 2,00,000 cap; e-4W total 34,248 against 5,000 and 5,000. Registered is not waived, and the 2024 re-issue may reset counts. No document says. 18 1 p.10
- Biliti’s jobs differ: "3,000+" (Outlook 2024) against 510 proposed (TGIIC, Outlook 2025). 10 p.211 11 p.82
- Bus totals differ: 398 + 602 = 1,000 (Outlook 2025) against 500 + 550 = 1,050 (Outlook 2024; Outlook 2026: 365 + 175 + 510 = 1,050). 11 p.121 10 p.9 12 p.172
- No electric share of TGSRTC’s fleet is published. 875 electric buses (Jan 2026) over 9,417 buses (Jan 2025) is about 9%, but the dates differ and the fleet has grown. 12 p.172 11 p.121
- "EV penetration" is undefined in Outlook 2026 p.175. EV registrations were at least 8.1% of Telangana’s 2025 registrations (83,759 of 10,31,210, a lower bound because the numerator covers five classes). 12 p.175 18
- Two G.O.Ms.No.11 exist. The Transport site’s G.O.Ms.No.11 is the 2014 arrears write-off; the EV one is 2 Feb 2021. 14 4 p.1
- Vahan reads are partial: the table caption did not update; only the ELECTRIC(BOV) row appeared; 2022 public service and goods returned no EV row (blank, not zero). 18
- Table 4.6’s 244 "e-Rickshaw/e-Carts" is one class, not all EVs. 10 p.186
Gaps in the record
- No source attributes any outcome to this policy.
- No measurement against $4.0 billion or 120,000 jobs.
- G.O.Ms.No.13 of 2 Feb 2021 not read; G.O.Ms.No.31 cites it as a GHMC permit relaxation, not a tax waiver. 4 p.1
- The G.O. for the November 2024 waiver not found; the G.O. register was not searched.
- No dated official count of charging stations; operators report to TSREDCO monthly but no figure is published; TGREDCO’s Scheme Details and Charging Infrastructure pages read "Coming Soon". 5 p.2 7
- No published review by the Steering Committee or the SCIC.
- No source confirms that any named plant is built.
- No electric share of the TGSRTC fleet and no TGSRTC 2030 electric target.
- No evidence that the T-Works EV wing, T-Fund EV window or EV Research Hub exist.
- Interaction with the Transport Department’s 1993 battery-vehicle tax exemption is not stated. 14
- The Clean and Green Energy Policy 2025 was read for chapter 15 only.
- No successor policy is published.
